Position Overview: The Manager of Phoenix Youth and Community Centre is responsible for providing effective leadership, guidance, and operational support to the Centre’s staff team, student placements, and volunteers. This role oversees day-to-day operations while fostering a positive, inclusive, and collaborative work environment. The Manager supports and strengthens community engagement by building and maintaining relationships with relevant community partners, ensuring programs align with community needs and organizational goals. Key responsibilities also include financial oversight and reporting, as well as regular liaison and collaboration with other Phoenix programs to ensure integrated service delivery and consistent organizational practices.

Program Overview: The Phoenix Youth and Community Centre works collaboratively with the community of Mulgrave Park to develop relevant and meaningful programs for youth and residents who face systemic and contextual challenges within Mulgrave Park and the surrounding area. Here, youth can engage in recreation, art, team building, communication, resource navigation, life skills development, and community-based education support. Through programming, youth are encouraged and supported to think big and achieve their goals.

Nestled in the heart of Mulgrave Park in Halifax’s lively North End, Phoenix’s Youth and Community Centre is more than just a space—it’s a hub of connection, creativity, and community spirit. The Community Outreach Worker will find themselves in a cozy, shared office space within two townhouse-style flats seamlessly joined together. PYCC can be accessed via stairs at street level, or by fully accessible ramp.

Step inside PYCC, and you’ll be greeted by an inviting space that radiates inclusivity and warmth. The Centre has two gender-neutral washrooms, two shared kitchen areas perfect for impromptu conversations over coffee and cooking, and multiple common areas open to youth, staff, and community residents alike. Everywhere you look, the walls tell stories—vivid artwork, thoughtful decor, and programming that reflects the rich diversity of the community. It’s a place where everyone feels seen, heard and at home.

Compensation: $60,000 annual salary, comprehensive group medical insurance plan, Employee and Family Assistance Program, 3% employer paid RRSP contribution, three weeks of vacation in the first year and four weeks of vacation in the second year, generous sick leave, a generous paid holiday schedule, in-house trainings, and professional development opportunities.

Reports to: Director of Community Programs and Partnerships.

Hours of Work: 40 hours per week, Monday - Friday, 9 a.m. – 5 p.m. with regular flexibility and regular evening and weekend work.

Location: 123/133 Jarvis Lane, Halifax, NS in the community of Mulgrave Park.

Screening Requirements: Due to the sensitive nature of our work with youth, this position is subject to a satisfactory criminal records check including vulnerable sector search and child abuse register check.

DUTIES AND RESPONSIBILITIES

PROGRAM DELIVERY

  • Ensure the program’s delivery is congruent with Phoenix’s vision and values.

  • Work in accordance with Phoenix’s policies, procedures, and framework of practice.

  • Ensure that the program’s service delivery is fully integrated with other Phoenix programs.

  • Ensure PYCC services meet the needs of the youth, families, and the communities we serve.

  • Develop, gain approval for and maintain an annual program income and expenditure budget.

  • Manage building maintenance and ensure a therapeutic milieu

TEAM LEADERSHIP

  • Provide direct support to PYCC staff in developing and maintaining therapeutic relationships.

  • Manage all activities related to personnel including program procedures, hiring, performance management, team building, professional development, working files, scheduling and payroll.

  • Ensure appropriate supervision of the program’s field placement students and volunteers and supervise them as required.

INTERNAL ENGAGEMENT

  • Serve as a member of Phoenix’s Senior Management Team.

  • Commit to Phoenix’s development by participating in internal committees, projects, and activities. (Committee options include, Social Justice Advisory Committee (SJAC), Occupational Health & Safety (OH&S), Education Advancement & Support Committee, Housing Advancement Team (HAT), Phoenix’s Critical Incident Response Team (PCIRT), Social Engagement Committee.)

  • Support the agency’s commitment to diversity, equity and inclusion through learning opportunities, critical self-reflection, and professional development individually, and for staff team.

COMMUNITY ENGAGEMENT

  • Advocate with community agencies on behalf of the program and its youth.

  • Chair PYCC’s Community Advisory Committee.

  • Develop and maintain relationships with community partners integral to the success of the program and service delivery to youth.

  • Liaise with other agencies on behalf of youth and programs and participate in community committees, projects, or activities as appropriate.

  • Conduct public educational presentations about Phoenix’s work and the issues of youth experiencing housing insecurity.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER REQUIRMENTS

  • Ability to apply anti-oppressive practices including harm reduction, narrative practice, a client-directed approach, and a social justice perspective.

  • Demonstrated interest and skill using Afrocentric theory in practice.

  • Demonstrated high level of understanding of youth development and youth engagement.

  • Demonstrated successful management practices including strategic planning, program development and implementation, community development, human resources, service delivery, financial management, communication, and evaluation.

  • Demonstrated leadership, supervision skills and ability to develop an effective team.

  • Extensive knowledge of community resources, government funding and the social service delivery system is an asset.

  • Exceptional level of interpersonal communication, youth service and organizational skills.

  • Intermediate proficiency in Microsoft Word, Excel, PowerPoint, Outlook and using online resources.

  • Understanding of legislation relevant to mental health issues, substance misuse, youth justice and human resources is an asset

  • Knowledge of Occupational Health and Safety regulations and related labour legislation is an asset.

EDUCATION AND EXPERIENCE

  • Bachelor of Social Work or equivalent related education will be considered.

  • Registration or Candidacy for Registration, certification, or membership of a related professional body (if applicable).

  • Experience in a management position with supervisory responsibilities and demonstrated skill in program development and implementation

  • Experience with proposal, report, and evaluation writing.

  • Non-violent crisis intervention, suicide intervention, standard first aid or a commitment to secure those requirements within six months of being hired.

  • Access to a vehicle is an asset.

  • Experience supervising field placement students and managing volunteers is an asset.

  • Experience working for a non-profit organization is an asset.ry.
