Position Overview: As a member of the Phoenix Learning and Employment Centre (PLEC) team, the Team Lead, Employment Case Manager will deliver employment and education counselling/case management support to a small caseload youth facing barriers to employment, education, and career development. The Team Lead, Employment Case Manager will provide guidance and counsel to the PLEC team as they support youth with complex employment barriers and needs. This position will provide leadership and support to the PLEC program and team under the direction of the PLEC Manager as per the following duties and responsibilities.
Program Overview: The Phoenix Learning and Employment Centre (PLEC) offers education and employment support for youth aged 16-24. PLEC provides the opportunity to engage in the exploration of education and career development through individualized support, readiness programs, supporting the ability to access education funding, work placements, and wage subsidies.
The Phoenix Learning and Employment Centre is located on the second floor of the Quinpool Centre. It is accessible by elevator and stairs. Once inside the space, there are two gender neutral washrooms, a shared kitchen space, and two common areas that are available to youth and staff. We aim to have resources – be it posters, books, or desktop computers – throughout for all to explore and utilize.
Compensation: Annual salary of $55,531 (prorated for the duration of the term), 4% vacation pay, Employee and Family Assistance Program, in-house trainings, and professional development opportunities.
Hours of Work: 40 hours per week, Monday - Friday, 8:30 a.m. – 4:30 p.m. with some flexibility for occasional evening work.
Location: 6169 Quinpool Rd., Suite 220, Halifax, Nova Scotia.
Reports to: Manager, Phoenix Learning and Employment Centre (PLEC)
Screening Requirements: This position is subject to a satisfactory criminal record check including a vulnerable sector search, child abuse register check and proof of education.
DUTIES AND RESPONSIBILITIES
Ensure the program is congruent with Phoenix’s vision and values.
Work in accordance with Phoenix’s policies, procedures, and framework of practice.
Support Phoenix’s commitment to diversity, equity, and inclusion through learning opportunities, critical self-reflection, and professional development.
Support the day-to-day operations of PLEC, including contributing to a positive and collaborative work environment. Regularly engaging in case conferencing with other PLEC team members, and other Phoenix teams.
Provide individualized case management support to a small caseload of youth as they work towards their education and employment goals.
Assess youth employability readiness and employment needs.
Create individualized and concrete action plans.
Provide referral services to address the youth’s academic, employment training, skill development and/or job search needs.
Work in conjunction with the other members of the PLEC team to facilitate matching youth with potential employers.
Support PLEC team members in the development, design and facilitation of life skills, job readiness and career preparation workshops for youth.
Provide employment and education counselling practice guidance to, and share career development knowledge with, PLEC team members.
Lead PLEC team Case Management Meetings in collaboration with the Manager.
Actively engage and participate in internal committees, projects, and activities, promoting Phoenix program integration.
Coordinating and communicating opportunities for cross-team collaboration.
Actively engage and participate in external network groups/committees.
Liaise, advocate, and work collaboratively with other employment programs & Nova Scotia Work Centres in support of youth through continued networking and referrals.
Participate in community employment focused committees, projects, and activities.
Strategize and collaborate with the Manager, PLEC to ensure that quality, effective and youth-focused programming is delivered within a team context.
Provide management level support during manager absence.
Support the onboarding and training of new staff and volunteers.
Complete and maintain records, assessments, daily statistics, and files using LaMPSS and the Phoenix database, and ensure client confidentiality is protected.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER REQUIREMENTS
Demonstrated exceptional level of interpersonal skills, with the ability to build rapport and maintain positive working relationships that empower youth, as well as provide effective leadership and guidance to a team.
Experience supporting young people to make positive transitions into the labour market, seeking education opportunities and skills development programming.
Demonstrated strong understanding of issues and barriers affecting youth, including homelessness and mental health, as they relate to labour market engagement.
Possess an extensive knowledge of labour market trends in Halifax Regional Municipality and an ability to foster positive relationships with community partners.
Demonstrated knowledge of employment and educational community resources; knowledge of the social service delivery system is an asset.
Demonstrated knowledge of anti-oppressive practice (harm reduction, narrative practice, a youth-directed approach, and a social justice perspective) is an asset.
Ability to work in a team environment and willingness to gain knowledge of and support team members and their roles when required.
Proficiency in Microsoft Office Suite, using the Internet and social media applications to connect with youth.
EDUCATION AND EXPERIENCE
Bachelor of Social Work or Education or other equivalent as a career development practitioner, with a minimum of 3 years direct experience working with youth.
Registration or Candidacy for Registration, certification, or membership of a related professional body.
A minimum of three years’ experience working in progressive employment counselling/job coaching/career development roles, preferably with youth.
A minimum of three years’ experience developing/facilitating employment readiness workshops using an adult education model and experiential learning.
Experience cultivating relationships and working with potential employers in support of youth job search activities and employment goals.
Experience supervising field placement students and volunteers is an asset.
Experience working for a non-profit organization is an asset.
Experience with the provincial LaMPSS database is an asset.
Standard First Aid, Non-Violent Crisis Intervention (NVCI), suicide intervention (ASIST) and Naloxone administration or a commitment to secure these certifications within six months of hire.
