Position Overview: The Phoenix House Manager will oversee Phoenix House (PH), a ten-bed, gender inclusive residence program. Through 24/7 support, it offers safe, supportive housing for youth (16-24 years of age) learning skills for independent living. The Manager will provide supervision and support to a team of seven core staff as well as a roster of casual Relief Workers. This position is a member of the Phoenix Senior Management Team, who work closely to ensure all Phoenix programming is consistent and supports cross-agency connectivity. With support from the Senior Director of Residential Programs, the Manager is accountable for the oversight, implementation and critical review of the Phoenix House program policy, procedures, and related budget.

Program Overview: Phoenix House is a ten-bed long-term residential facility for youth aged 16-24. It offers safe, supportive housing for youth while learning skills for independent living. Youth participate in programming such as education, employment, or volunteer work, while preparing to transition to their next housing goal.

The Phoenix House Manager will work in a shared office space located in a three-storey residential House in downtown Halifax. Access to the House and its interior is via stairs at street level. The facility features gender-neutral washrooms and a shared kitchen area. There are multiple common areas that can be accessed by both youth and staff. There is also access to an outdoor space at the back of the house that can be used outdoor activities. There is also a staff fridge at this location as well that is accessible by all agency staff.

Compensation: $63,000 base annual salary, comprehensive group medical insurance plan, Employee and Family Assistance Program, 4% employer paid RRSP contribution, three weeks of vacation in the first year and four weeks of vacation in the second year, generous sick leave, a generous paid holiday schedule, in-house training, and professional development opportunities.

Reports to: Senior Director of Residential Programs.

Hours of Work: 40 hours per week, Monday to Friday, 9 a.m. to 5 p.m., with some flexibility and occasional evening and weekend work and on-call rotation.

Screening Requirements: Due to the sensitive nature of our work with youth, this position is subject to a satisfactory criminal records check including vulnerable sector search and child abuse register check.

DUTIES AND RESPONSIBILITIES

PROGRAM DELIVERY

  • Ensure the program is consistent with Phoenix’s vision and values.

  • Work in accordance with Phoenix’s policies, procedures, and framework of practice.

  • Ensure that the program’s service delivery is fully integrated with other Phoenix programs.

  • Ensure this continuum is fully integrated and that it addresses and meets the needs of at-risk and youth facing housing insecurity.

  • Manage all aspects of the program including strategic planning, program development and implementation, community development, human resources, service delivery, financial management and communication.

  • Develop core program outcomes and the program evaluation components to assess these core outcomes.

  • Develop, gain approval for and maintain an annual income expenditure budget for the program.

  • Manage building maintenance and ensure a therapeutic milieu.

TEAM LEADERSHIP

  • Provide direct support and guidance to the senior social workers who provide social work and case management support to youth and staff within the housing continuum.

  • Manage all activities related to personnel including program procedure, hiring, performance management, team building, professional development, file management and scheduling.

  • Ensure appropriate supervision of the program’s field placement students and volunteers and supervise them as required.

  • Commit to the development of the Agency and participate in internal committees, projects, and activities.

  • Thorough working knowledge and ability to support staff in the areas relating to adolescent mental health/mental illness.

  • Support the agency’s commitment to diversity, equity and inclusion through learning opportunities, critical self-reflection, and professional development.

COMMUNITY ENGAGEMENT

  • Liaise with other agencies on behalf of youth and programs and participate in community committees, projects, or activities as appropriate.

  • Conduct public education presentations about the Agency and Phoenix’s work.

  • Advocate with community agencies on behalf of the program and its youth.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER REQUIRMENTS

  • High level of understanding of youth development and the issues of homelessness.

  • Proven track record of successful management practices, including strategic planning, program development and implementation, human resources, service delivery, financial management, communication, and evaluation.

  • Strong leadership and supervisory skills, with the ability to build and support an effective team.

  • Skilled in effectively integrating programs to ensure cohesive service delivery.

  • Knowledgeable in best practices within supportive housing programs for at-risk and homeless youth.

  • Highly developed interpersonal, communication, youth service, and organizational skills.

  • Experienced in applying anti-oppressive practices, including harm reduction, narrative practice, a client-directed approach, and a social justice perspective.

  • Proficient in Microsoft Office Suite and comfortable using the Internet for work-related tasks.

  • Extensive knowledge of community resources, government funding mechanisms, and the broader social service delivery system is considered an asset.

  • Physically capable of lifting light loads, navigating stairs, and maintaining an active work pace.

EDUCATION AND EXPERIENCE

  • Master or Bachelor of Social Work is required.

  • Registration or Candidacy for Registration, certification, or membership of a related professional body (if applicable).

  • Strong experience with supervisory responsibilities.

  • At least three years’ experience working in a residential setting.

  • At least three years’ experience in a supervisory role.

  • Experience working in a youth residential setting.

  • Non-violent crisis intervention, suicide intervention, standard first aid or a commitment to secure those requirements within six months of being hired. Please note that these trainings are offered in Phoenix.

  • Experience supervising field placement students and managing volunteers is an asset.

  • Experience working for a non-profit organization is an asset.

  • Clear Criminal Record Check and Child Abuse Registry Check mandatory.
